There are many tasks that need to be accomplished for a successful Operation Dry Water campaign. Use the operations plans to help you formulate and implement Operation Dry Water in your state. BUI Checkpoint Plan of Operations is a guide for setting up BUI checkpoints. Public Service Announcements

Many states have created their own television PSAs.  If you have a PSA, try to get local television stations to air it the week prior to and during Operation Dry Water.

Radio
Radio is an excellent way to get the word out about Operation Dry Water.  Many stations are receptive to receiving and airing Public Service Announcements that will benefit their community.  Two PSAs are available for your use:

Pay The Piper – a straightforward look at the dangers of Boating Under the Influence through the eyes and mouths of the law enforcement community.

Sobriety Test – sobriety tests are serious business and the best way to avoid one is to never boat under the influence.

Each spot provided is available as an audio file and as a written script. The audio files include additional time at the end that you can use to personalize the PSA for your state.  If preferred, you can give the written copy to radio stations for announcers to read.  The radio PSAs are intended to be earned media (not paid) so an outreach effort to targeted local stations asking them to run the spots will be necessary.

Print
Two print ads are included for use in your local markets.  These ads can be used in a variety of ways including in print publications, newsletters, and as handouts at local marinas and retailers.  The full-page and half-page black-and-white ads are Illustrator files.  If your state agency has access to that program, it is possible to add the state’s logo on the same line that the Coast Guard and NASBLA logos currently appear.

The message that is being highlighted during Operation Dry Water is one that good all year long.  The brochure gives a succinct overview of the dangers and consequences of boating under the influence of alcohol and/or drugs.  The brochure, a PDF file, has a white panel on the back cover where state agencies can stamp or write their information. Provide a brochure to each boater encountered during Operation Dry Water. These brochures are best reproduced in color.

Using Operation Dry Water Talking Points, provided in PDF and Word formats, ensures that the messages one person provides are consistent with those of another. State agencies are encouraged to share these talking points with those who will be communicating about the effort to audiences like the press, community groups, partners, and others.  States are encouraged to customize talking points with state statistics or testimonials if appropriate.
